ABOUT THE PROGRAM

Wings for All is a strategic program by ANAC designed to promote diversity, inclusion, training, and aeronautical education in Brazilian civil aviation. The initiative is part of the social pillar of the Agency’s Sustainability Policy and was developed to broaden the participation of all segments of the population in the civil aviation sector. Its activities are directed at low-income students, women, professionals in the field, passengers, and the Agency staff. By uniting the Government, the aviation sector, universities, and society, the program fosters a major commitment to diversity and social inclusion in the country's civil aviation.

As part of the governmental pact, five ministries joined forces with ANAC through the signing of a technical cooperation agreement, committing to offer opportunities for those already in or aiming to enter the civil aviation sector. These ministries are: the Ministry of Ports and Airports, the Ministry of Tourism, the Ministry of Women, the Ministry of Racial Equality, and the Ministry of Human Rights and Citizenship.

In the aviation sector pact, several entities have confirmed their commitment to the Protocol of Intentions for inclusion and diversity: Aeroportos do Brasil (ABR), the Brazilian Agency for International Tourism Promotion (Embratur), Airbus, the Brazilian Airlines Association (Abear), the International Aviation Women's Association (IAWA), the Latin American and Caribbean Air Transport Association (ALTA), Azul Linhas Aéreas Brasileiras, Embraer, the Brazilian Airport Infrastructure Company (Infraero), and GE Aerospace.

In collaboration with the academic sector, the pact involves partnerships with three universities and one federal institute of education, science, and technology: the University of Brasília (UnB); the Federal University of São Carlos (UFSCar), in an agreement mediated by the Ministry of Ports and Airports; the Federal Rural University of the Semi-Arid Region (Ufersa); and the Federal Institute of São Paulo (IFSP). These institutions, working in synergy with governmental bodies, will provide support for the effective inclusion of women, low-income individuals, and social groups facing barriers to entering the civil aviation market. Research, studies, and scholarship grants are among the tools these partners will utilize.

Wings for All encompasses several projects associated with three subprograms. See below for more details.

    To combat discriminatory and racist practices and promote a more respectful and inclusive environment in civil aviation. These are some of the objectives of this subprogram, whose actions will raise awareness among industry professionals, improve the quality of service provided to passengers, and create opportunities for all segments of the population to enter the air transportation market as professionals.

    This is the pillar that guides actions aimed at inspiring girls and women to become part of civil aviation. Today, in Brazil, only 3.2% of pilots are women, and just over 10% of engineers in the sector are female. ANAC has made progress in initiatives promoting equity in air transportation, including the signing of international agreements, and reaffirms this commitment through projects specifically developed for this audience.

    With this subprogram, the goal is to strengthen aeronautical education, ensure a skilled workforce, and open the doors of the job market to those for whom aviation is still a distant dream. Through partnerships and educational initiatives, ANAC aims to expand access to professional training in air transportation, democratize pilot training, and preserve the historical memory of the sector.
