The Wings for All Program proposes a major commitment to diversity and social inclusion in Brazil's civil aviation, promoting the union of various government bodies, aviation sector companies, universities, and civil society. The institutions below have partnered with ANAC to support the program's initiatives and agreements.

Technical Cooperation Agreements with the Government
From a governmental perspective, five ministries have committed to conducting studies, launching initiatives, and exchanging experiences to expand opportunities for current and aspiring civil aviation professionals.

In this context, the National Civil Aviation Agency (ANAC), the Ministry of Ports and Airports (MPor), the Ministry of Tourism (MTur), the Ministry of Women (MMulheres), the Ministry of Racial Equality (MIR), and the Ministry of Human Rights and Citizenship (MDHC) worked jointly to expand access to the aviation market for women, LGBTQIA+ individuals, black people, and low-income populations. Additionally, with the support of the Ministry of Education (MEC), the Wings for All program has officially joined PRONATEC, further expanding technical education and professional training opportunities.

Protocol of Intentions with the Aviation Sector
In collaboration with the aviation sector, the idea is to bring together major companies—public and private—and associations to cooperate with ANAC and MPor for the same purpose: to make aviation more diverse and inclusive. The institutions listed below have already signed the protocol of intentions, focusing on promoting excellent passenger service, respecting the dignity of all individuals, and fostering a respectful and inclusive environment for civil aviation professionals:
